In the 1850s, the coastal settlements of Formby and Torquay were established on opposite banks of the Mersey River. Torquay (East Devonport) was the larger community, with police, post office, magistrate, at least three hotels, shipyards and stores. In 1890, the two settlements were united to form the town of Devonport. The river island was later incorporated into wharf infrastructure, now housing terminal facilities for the Bass Strait ferry, Spirit of Tasmania.
